Google knows everything actually. Poptorica is a game, and Dr. Hare is most likely a character.
DeleteBrand is WM (World Minifiures, most likely branded after store name). They do not produce stuff, just order it somewhere. One of their figs was certainly Decool and others were made by other manufacturers.
