Hat, Torso, Legs - Rorschach
I just changed the hands from the Rorschach minifig and made a longer blaster by using the binocular accessory (which then turns it into a double barrle which seems to be his typical gun).

He also appeared in the MCU Netflix Luke Cage show but he didn't look like this.
Not the most interesting MOC, I know, but I've been trying to build up more villains for my heroes since the heroes signigicantly outnumber the bad guys, lol.
