I think the combining weapon included is supposed to entice people to buy the entire set, similar to what Marvel does with their Marvel Legends Build-a-Figure. This is a smart start as I'm sure minifigure stores have high stocks of one minifigure from the same set and low stocks of another. Although, that weapon isn't that interesting. I wonder what other strategies minifigure brands will do to entice full-set purchases.
