Quality is very good.I think, this is DECOOL, cause when I bought their minifig, on box was import/export sticker and manufacturer was same with DECOOL. p.s. sorry for my english
As far as I know BOLX corresponds to JIE-Star, which is rather unknown outside China, although it is one of the oldest Chinese block brands. The minifigs in the (much older) King of Glory set released as BOLX 82000/82002 have hexagonal openings at the back of the legs (in contrast to the round ones by Lego), which is typical for JIE-Star but not for Decool. Those minifigs from BOLX 82000 also have a leg-body connection similar to that of Lego (like JIE-Star), while Decool has a different one.

JIE-Star minifigs have been of good ABS quality, they have also unique molds, e. g. the body variant as seen on the lady with the pink hair (check out her shoulder section) https://img.alicdn.com/imgextra/i4/74158417/TB2nzwQgYsrBKNjSZFpXXcXhFXa_!!74158417.jpg . Up to recently, the printing details were sharp but rather basic, but it seems that they have advanced.
I've ordered some of the 82003 minifigs, but they are still in China. I can provide more information in August.
