On the left is Major Victory and on the right is Vance Astro. And vise versa! LOL! They're the same character but the MOC I made is another one of his looks.
Parts used:
Head - WM Rambo (You can also use Kopf's recent Liu Kang)
Torso - Captain America
Arms - One of these SY Red Alert minifigs
Legs - Superman (But I replaced his underwear from red to blue)
This is an old MOC version of him that just had painted on blue sleeves and all-blue legs. I was able to get dual molded flesh+blue arms and red+blue arms a few weeks/months later. So yeah this is an old MOC that I just updated and finally posted.

He's also known as Vance Astro and currently looks different already! In Earth-616, Vance Astrovik, his real name, is still known as Justice and is a member of the Young Avengers. Supposedly in the future, Vance becomes known as Major Victory or Vance Astro and gets the look of this MOC and that POGO minifigure linked above. (Though comic fans would know that futures are often considered different universes in the multiverse altogether; in his case it's Earth-691 that he's from!)
His torso is a bit different from Captain America's design and if any brands ever come out with a more similar Captain America design than the one I used, maybe I'll update Major Victory.
I think his more iconic look (not counting his current Vance Astro look) is this one with a blue coat. Personally, I'm not a fan of minifigure cloaks but this specific cloak looks accurate to minifigure coats because there are no sleeves! Just can't think of any blue coats in the market right now.
