The Hood is a supervillain who has a magical cloak/hood that gives him superpowers. In the comics, he was leading a huge group of supervillains for a while, which is why the picture above is such.
Parts used:
Everything is pretty much generic. Sometimes his eyes glow red so you can find some Superman heads that have red eyes to use.
If you look up more images of The Hood, you'll see that he also has other looks underneath his hood, but I chose to go with the suit underneath based on his appearance in Hawkeye Freefall.
Madame Masque above is also a MOC in case you're wondering. More details here. Hopefully we get a real fig soon though since we really need more villains!
I'm not entirely sure but it seems that the powers behind the cloak come from Dormammu!
