A Spider-Man villain [again].
Parts used:
Torso - Hulk
Others - Generic
The green pieces on my minifig also don't match and I don't remember why (made this guy long ago).
It was difficult looking for a torso that already had similar print to how Will o' the Wisp looked like, so I decided to just use real parts. Made sense for me since that thing on his chest lights up anyway.
You can see that I tried to paint a similar round logo, but I'm just too horrible at it.. Hahaha!

The round thing on his chest is white when it's not glowing, so my minifigure's chest is always glowing. Haha
