He's a hero first introduced in the 40s but is still in the Earth 616 universe in Marvel comics. I'll be honest and say that I don't know much about the character but I liked the idea of having more classic-looking superheroes in my collection!
Parts used:
Head - Christmas Red Robin
Torso - Bullseye with painted yellow belt
Legs - Generic (Specifically used Nighthawk's)
Alternatively, you can use a black muscular torso (I can think of Cloak or Wildcat) then add a TLBM Batman utility belt.
The head used is also really useful and it's tempting to stock up on it cause it's such a generic design that a lot of characters use.
In the picture is also a Classic Captain America.
