Zodiac is an anarchist but he's just a normal human being under his mask. For a while, he also wielded the powerful Zodiac Key.
Parts used:
Head - Mighty Micros Magneto
Torso - Harvey Bullock
Others - Generic
I was looking for a black suit torso for a while now, but they were always closed suits or didn't have red neckties. Then I saw Harvey's torso that's supposed to be a more outer coat but if you replaced the legs, it'd look like what Zodiac was wearing. You can also remove some of those pockets with an eraser to make him look sleeker.

There are lots of characters/teams named Zodiac in Marvel, but this one's had enough appearances to be easy to find. Plus, he has that consistent look.
