This is basically just Hulk with Captain Universe powers, similar to the Spider-Man beside him above.
Parts used were pretty simple:
Head - Att-Las (XH1203)
Torso - Dr. Manhattan (XH388)
Others - Generic
Unfortunately couldn't copy the shorts look since I couldn't find dual molded legs with those colors.
