Ch'od is one of the Starjammers, a team of space pirates that has close ties with the X-Men (and the Shiar).

Head - Punk Hulk (PG1732)
Torso - Scorpion (PG072)
His more iconic look is different and more colorful, but this modern (and I think his current look) is easier to replicate in minifigure. If only I had dual molded black and green legs though..
