As far as I know, there are two characters in the Marvel-616 universe known as Weeping Lion, but both look alike anyway. I found out about Weeping Lion after seeing him as a Black Widow villain in one of Black Widow's latest comics.
Parts used are mostly generic but these are what I used specifically:
Head - Generic SWAT soldiers (Unknown Brand)
Torso - Billy Batson (WM672)
Collar - Boggart (WM683)
Legs - Batman
If you want a similar head but with no mouth hole, POGO has a Golden-Age Flash (PG331) for it.
