Incendiary was one of the recruits for the Kingpin's Thunderbolts during the King in Black event. This version of the Thunderbolts is Marvel's own take on the Suicide Squad.
Parts used:
Backpack - Tomatohead (PG1778)
Flamethrowers - Iron Man (KF1157, etc.)
Others - Generic
You can also use a muscular black torso, but I just found a random black torso piece and used the back part.
