The Fallen One, one more of Galactus' Heralds.

Hair - Ghost Rider (KF1378)

Head - Mister Negative (PG1924)

Body - Clock (KF573) or Wildcat (KF585)

Hair choice could've been different, but that's the only transparent blue piece I have.
