He's a simple fig that easily gets Popeye's looks. Though it messes up in one aspect: the arms. They weren't able to dual mold or at least print all around the arms and basically just slapped on the black. If you really want a better Popeye fig, then maybe you can use Sharpie markers to make the black go all around or even replace the arm with another minifig's that has better looking black sleeved arms.
Other than that, the fig was good. The plastic felt great and had that good gloss we usually find in XINH figs. The print was good, though simple but that's understandable given the nature of Popeye. The face also fit well even though it has a nose, contrary to usual minifigs with noses that just end up looking weird..
He also came with a can of spinach which could be a great addition to your brick houses' kitchens!
The issue with replacing the arms though is that you'll lose his iconic anchor tattoos..
