He's a member of the Ani-Men. Animal - Men, that's it. I don't even think they have superpowers. They're D-list supervillains and were easy for the Avengers to defeat. Hawkeye took down Giraffe-Man specifically.
Parts used:
Helmet, arms, legs - Lego Movie 2 Giraffe Guy
Torso - MOTU Beast Man
For the torso, I thnk you can use any similar looking torso.
I was also looking for a minifigure head the had the closest shade of yellow with the Giraffe head, but that's the best I got for now (the usual yellow head).
