She's also known as Black Fury.

As far as I know, she's just a rich woman in a cat costume that fights bad guys. Sometimes, she doesn't have a cape too, but I chose to make her with one.
Parts used:
Helmet, Head - Catwoman (XH053 or Mighty Micros)
Torso, Legs - Catwoman (PG1840)
The PG1840 Catwoman had a yellow utility belt on his lower torso and waist. I simply flipped the waist to get rid of the majority of the belt and used a marker to remove the tiny belt prints left on the torso piece.
The shorter cape was simply a regular cape that I cut myself. In case you don't want to cut them yourself, Lele released some minifigures before with shorter capes (for some unknown reason). Alternatively, you can check out Mighty Micros capes, Thor specifically.

If we see future Catwoman minifigure releases that have less design elements on her costume, I think we can turn her into Miss Fury too.
