Tatterdemalion is part of the supervillain team, Night Shift. We have a MOC/Figbash of one of his teammates too, Digger who is beside him in the picture above.
Parts used:
Torso - Koenma (PG1348)
Others - Generic
You can also go with an all-blue torso instead of the Koenma I used.
The I got the hat and the mask from Bricklink; I don't think there are KO minifigures that have those parts. They're pretty common though and are thus affordable.
This is what he commonly looks like in the comics. If I could, I would've given him a scarf so that his minifigure looks more like he does in the comics.
