I'm not sure who these specific characters are, and some of them might be "skins" so they don't look like their original characters.
The previous DLP minifig set (DLP9114) was also a League of Legends set. Other brands have also been releasing League of Legends sets and minifigures. This might be the closest we'll get to getting Lego League of Legends!
Unfortunately, DLP is a hard-to-find brand outside of China. Hopefully, Kopf can rebrand these and help release them into the western market.
